Special Populations

The State of Minnesota defines special populations as an approach rather than a label. This definition allows for more flexibility and will ultimately include those who may need assistance during an emergency. This functional approach is called CMIST, which represents the following aspects: communication, medical, independence (maintaining functional), supervision and transportation. Each of these reflects an area of functional need that any individual regardless of their status may have during an emergency.
